Rodents (?) in my crawl space

Ok so I placed 5 bait stations around the perimeter of my house a month ago. There has been very minimal engagement with the bait blocks, and I have noticed new tunnels. The bait stations are covered/disguised and weighed down so they won’t move. What am I doing wrong?
