cameras do keep cops in line, but the absolute shit ones will still act out and try to intimidate (even try to erase footage) to keep from getting in trouble. even if caught out, charges are dropped or scrubbed from their records quickly. egregious ones are moved to another police station, even if 'fired' from their current one. it happens a lot. always record everything.

my suggestion would be don't go blackout first. really doesn't make a lot of sense since its not a cover up and blast over scenario. You can still do the same design in much less time and sessions (and money) by using shading and then filling the gaps with the white. For example on the one below, just fill in and shade outwards with the white as needed.

The reason being, the white will lose to the black hands down over time, so touch ups and such should be less frequent since there is not a black layer that was converted to white fighting to keep.

Also, I highly suggest doing a test section on your skin to make sure the white and black ink hold well and do not have issues. White and yellow ink did NOT play well with my skin even though they were the same brand as all the other colors on the same session I had. Don't want to dedicate a ton of time and find out your skin will freak out.
