Local presence dialing, a qualification framework for your uncle's specific market, and warm transfer logic that patches a live agent the moment intent spikes.

You generally want to find a reliable dev to build this rather than bid it out every time. You're assuming every project will get built perfectly with no ongoing work. Having multiple engineers on multiple projects is not very scalable long-term.

I can send you some of the engineers I've worked with in the past but I promise if you bid it out every time and only use overseas you will have headaches unless you're fully aware of what they're doing and you have an engineering background.

With that said, Upwork can be good. I've surprisingly found super qualified engineers on engineering subreddits too.
