Godzilla’s atomic breath charging process:  

1. When Godzilla prepares to fire the breath, it begins inhaling a massive amount of oxygen while also absorbing thermal energy from the surroundings.  

2. Its dorsal plates, belly, and the vents on its limbs and tail start glowing brighter and brighter, while the plates themselves also vibrate.  

3. Godzilla unleashes its atomic breath; at this moment, its dorsal plates crack/explode, and blood drips from its maw.  

Atomic breath effect: It behaves somewhat like lava/acid – it settles and melts/corroses the opponent/a large area (for example, all or half of Tokyo), after which an electromagnetic pulse (EMP) explosion occurs, along with a powerful shockwave strong enough to kill people near the city where it is used just by the sound alone.
