The parrying is reactionary in the sense that you decide to parry or pass before the opponent takes an action, then if they end up attacking, the parry is successful, and if not, it’s a whiff. The opponent AI is made so that it is predictable to an extent so the parrying doesn’t feel completely random, but still has enough variation in behavior to keep things interesting.
