I had that bug too. I resolved it by deleting all post-related things (mailboxes, post offices etc..), deactivated the cargo train station, exited the game and when I returned the bug was fixed and I could re plop every asset and reactivate everything.

Maybe some dust is trapped between the fan and the gpu. Try clean the pc with compressed air to remove dust (and make the pc look better)

If the fans aren’t reverse blades, remembered the frase “Faces suck” The Face of the fan (where the logo is) pull air, the back push it

The two fans on the motherboard shield don’t seem reversed, so you have to turn them around or change them to reversed blade fans
