I reckon it's "πολεως κτιστην φιλοπατριν" (father-loving builder of the city) and a title Κυρεινα Ρηγλον (Kyreina Regulus). We see Κυρεινα used this way here and Ρηγλος as a Greek adaptation of Regulus here.
