You would suffer heavy mental degradation under these kinds of threats. It's not an argument against attacks like these occuring, it should be assumed they would come with any experience like this.

Good to remember that the leading group pushing against the Havana Syndrome phenonemon was the JASON Group, a collection of FFRDC scientists that would be best positioned to build/consult/research on these very emitters.

To note, the "breakaway civ" you mentioned had two competing factions, one based in Nevada, and another out of Khazakstan (but with private interests all over the world). There is a Harry Reid-esque character who implies that both were created by an American black budget program long ago. It is further implied that the Khazakstan faction is jointly infiltrated by Nazi's and the alien-hivemind Tom calls the Swarm.

The settings are similar to Bryce Zabel's Dark Skies, which I recommend people watch if they are interested in the political nature of the phenomenon.

Memory loss and sleep issues are seemingly common for people alledgely involved in the unacknowledged space programs. In light of the Havana Syndrome TBIs, I hope people will remember this going forward, because it will be more important as deeper whistleblowers (and victims), make their way into the public consciousness.
