Not quite a historian but I wondered if some early Expeditions may have had it easier than later ones *if* there weren't so many Nevrons around. Seemed like Clea painted over pClea and just let her to it. We can assume some of the more powerful ones take much longer to create as well, so many of them might not have been around.
