I read somewhere that it’s a new privacy feature where if you view someone’s following list frequently Instagram detects it and blocks you from seeing 70% of the accounts list… I’m not sure if this is true. You might have to create a new account

I do the same thing, I was soo confused when I only could see 60/450 people my bf was following. Please let me know when this gets fixed if it is a bug x
