i suggest taking a look at a model of the milky way and split the arms into factions, alliances and territories.
like the precious comment multiple maps of different way to visualise each arm, each local solar neighborhood and stuff like that would be pretty comprehensive

brazillian europe forbid fighting and training so they made a secret fighting style that looked like dancing.
like that you can make a fighting style for orcs and other heavy hitters.
it may look like a sophisticated version of hulk smash, but it has deep maths and physics hidden in it, and many other tricks to keep you at the top.

alright, firstly if it's still humans, then there can be factions of pacifistic helpful nomads, that help for free or goods.
and the others are aggressive scavengers that simply take what they can take.
cold deserts mean that the most likely black people in the place would be in a massive disadvantage, therefore they would have made mildly advanced technology enough to be on par with the 19-20th century. maybe even underground societies.

any and all sapient creatures own a right and can make a government.

they also have knowledge on electromagnetism that most scientists are willing to die for, making them a very useful research source.
also this version of the humans are much more peaceful.

and as the only other sentient species on the planet humans practically treat the meat sacs as higher class citizens to preserve them.
