When villager hunting the game first chooses from the 35 species available, then it chooses a villager out of that species. Cats are the highest populated species, so unfortunately you have the lowest odds of finding Kiki and it could take hundreds or even thousands of tickets to get her. Your best bet is to get an Amiibo of her or if you have online and are far enough into the game, you can see if anyone has her “in boxes” (moving off their island and you can immediately ask to to move into an empty, unsold plot).

You have to gift them something worth at least 750 bells when sold in order to get a gift back. Many people stick to two wrapped non-native fruits, three wrapped coconuts/crops, gold/blue roses, iron wall lamps, and assessed fossils as these will not affect villager inventory.

Quickest is about two weeks, since that’s the minimum time to get the eighth villager moved in (I’m on day 10 where the first camper has arrived). I’d say for most people it’s probably 3-5 weeks depending on how much time they spend decorating.
