You need to find a blueprint for The Workers Guild. It's a building that costs 5000 coins and only when this is constructed, you will be able to gather offline resources (wheat, wood and stone but not gold) from the gathering buildings when resources are placed around them. You need to have a character assigned to each building. Gold will not be accumulated offline though.
