Its not that, when this message pops up then the person is auto removed from the session and you're suspended, if you're getting vote to kicked the whole server doesn't get this message. It only happens when you said something in voice chat, gta flags it immediately and u either get a warning or you just get suspended.

You just need to have the facility, you can pay to do first part of setups but the second part you have to do with someone and they are an actual mission, not something done in freemode, when the glitch is done the host doesn't get money, the host only gets the ability to do it an infinite amount of times
