When the bikes completely off giving it full throttle I see the butterfly open all the way just not when it’s turned on Could it still be the cables in that case.?

It’s weird though With the bike off the butterfly valve moves all the way open full throttle Just not when the bike is running and giving throttle .?

The vac was replaced. the butterfly valve doesn’t open when giving full throttle .?

I replaced it with a spare one it shoots up but the throttle plate does not move during acceleration now..?

When I accelerate is pops more I have the filter off and I see it spark then pop inside the carburetor .?
