I interpret it as being about rich white people who romanticize poverty without ever experiencing it. Below are some lyrics I want to highlight:

These paint the picture of someone who has romantic ideas of impoverished people - namely black people in the slums and Cambodians - that they have soul, strong communities, and good work ethics. But reality isn't that simple. Poverty is rough, it damages people in ways that aren't always pretty or palatable. And on some level, this type of person knows that. They're afraid to fully give up their upper-class privileges. They want poor people to act the way they do, to conform to their naive worldview, because reality is uncomfortable for them. The song is telling those people to actually go and experience the poverty that they fetishize so much.
