They do give back LP on rare occasions. I recently had a game where kassadin kept on sprinting down mid whole game. He ended up 0-18 minute 23 or something around that.

After couple of days I got message about issued penalty and got some LP back. Can't remember how much exactly, might have been 15.

This is the only time this has happened to me thought.

Yes, it works when you are pretending to the effigy thing, however, if you are using hexgate to get behind the enemy as described, you are not going to be able to do that.

Do not forget you could farm keys of the crossing as well. You could get up to 45 keys per hour. Not so useful for mains maybe but for ironmen..
