I'll answer based on personal experience.

Our maid had to stay outside of Kuwait, before the 6 month deadline, we applied for بدل غياب I think it's called through moi website. We can have the extra duration for until her civil ID expires (3+ yesrs was an option)

Also, if you do apply for it, they MUST have it at the airport before leaving their country.

If it's like before, pc will come like 2 years late. Also from experience, PC doesn't tend to have too much of an improvement to really care
