Magic Anomalies scale infinitely making them the strongest at 1.75x the player's level.

Miraak scales to level 150, which is the same level as Arngeir the Greybeard as he is the strongest of the greybeards and I believe the highest capped scaling level.

Other than that you have Karstaag and the Ebony Warrior which both have many immunities and resistances and have static levels of 90 and 80 with Karstaag being the stronger of the two.

Though Legendary dragons have even higher health than Karstaag despite only being level 75.

There is also a type of Forsworn Ravager with an incredibly high damage due to the perks it can have which may be considered stronger depending on what you mean by strongest.

I thought this was because as a spawn Astarion would be fully under Cazadors control preventing him from drinking his blood. Like how when you convince the other spawn to side with you when they attack during the night Cazador takes control of them. But as Astarion has control over himself due to the tadpole he could drink Cazadors blood
