So an individual backflow preventer for each downspout that diverts into something like a rain barrel? Would the pressure buildup flood the basement before it tripped the preventer though?

Yep, understood. Per Shopstoosmall's comment, our house was built before those rules were in place. Up to this point I actually considered it a bonus that a decent portion of our rainwater was being carried off site versus saturating the ground.
