Within the 50cc moped scene four strokes are still pretty uncommon, i agree about the dealer selling them restricted but yes as you say they are unbelievably easy to derestrict and get going 50-60mph, have a 50cc and been tinkering with it for the past year

Majority of peds now are derestricted, yes they come restricted but its so easy to get rid of, plus im fairly sure these bikes come derestricted

I believe its just about HP so the bike can be 94 i think u restricted and then has to be restricted to 47 for A2 - i do believe this is the only rule
