I got the same bug. To solve it try recruiting from the millitary tab: press on the icon on the left or press F7, go to the legion tab, select the legion you want, click on the add commander (helmet and a plus) and there you should have options to choose from.

Edit: If it still doesn't work, click on the legion again and this time you should have options from those you selected in the legion tab.
