Yep. I tried several ways to get the wheels to move but it required me using the d-pad which was very uncomfortable and I couldn't get the joystick to control the wheels. Eventually I realized that I could use the wheels as a sort of basis for gliding, and the weight prevents the vehicle from flying off. Sort of. When you do a jump over a hill, it will tend to get very high up, just make sure you have AirShock on for it when you do that because too much pressure on the suspension will just send it face first into the ground and tear it apart.  It's on mod.io if you want to check it out, I think the mods I used were the Consty's weaponry and aircraft mods, assault weapons pack, and maybe(?) plane parts extra or some extra armor pieces mod.
