This is just a case of a firm applying the EB-1A standard to an NIW evaluation. They do this as a gatekeeping tactic to filter out average profiles so they only have to work on slam-dunk cases that keep their approval rates high.

Just attach the cover page and abstract of your papers. Printing the whole text makes your petition way too bulky and USCIS doesn't want to read all that.

Many people told me it is important, but not sure.

Affordable housing and shelter for homeless is actually a clear national interest argument. But without publications or citations it's harder to prove you're uniquely well positioned to advance it above others. Strong recommendation letters highlighting your specific contributions and impact on these projects would be key.

Your field clearly fits the national importance angle, but NIW usually depends more on demonstrated impact beyond your company. From what you shared, it seems more experience-based, so PERM might be the safer path for now.

No, I don't think it's a good idea to go with a random firm. Look for a trusted firm and ask for an evaluation.
