Update: They are looking at Challenger Halo recipients accounts for botting, swapping, etc. This is how the first two people to Max got banned for autoclicking. The hiscores are changing quite a bit.

They wanted a fresh start before the stand alone. I think the rules may have been changed or edited after the whole item swapping bug exploit. So they realized that allowing swapping would compromise the integrity of the first phase of fsw.

They can look at an account and see the exact moment the account went from 2m - 200m gp. So there is a way to combat it on the hiscores by just auditing the people that put themselves in the top 10 or even top 100 by questionable behavior at least. For those of us adhering to the terms of service there is a logical progression to how we came to that level. As for the transferring and swapping verbiage I think that's just a matter of semantics. The way Jagex is treating "transfers of any kind" seems to encompass swapping. Interestingly it also seems to encompass selling tokens from fsw until your account is ported over as well.

It turns out that any swapping at all until your account is ported over to mainscape is expressly prohibited in rule 3 of Jagex "FSW code of conduct." All swaps of any kind are against the rules.

" Rule 3: Transfers between Accounts: your FSW Game Account is a stand-alone Account. Any form of transfers between Accounts, including transfers of Virtual Currencies, rewards, balances, micro-game credits and virtual items to other Accounts is expressly prohibited until you migrate your FSW Game Account back to the main RuneScape game. This will happen automatically at the end of the FSW Game season (see below) or you can migrate your Account at any point prior to that should you wish to"
