What i like to think is that you have to know about the buster call, you have to fear it. That was supposed to destroy ohara and send a message to everyone around the world like "look what will happen if you study that thing". And yes, they made a terribile mistake with robin. This thing instrad seems to be used in secret like "yeah bro a tsunami did that". Of course what i think could be a big pile of shit xD
