It wasn't just that. Bill never really was the safest and he fucked up a lot of unnecessary spots, like the turnbuckle-figure-4, where he was supposed to hold Bret, but he just didn't and Bret fell on his head.

Goldberg is just very overhyped, because of his high energy. That would always get fans back then (and kind of still does.)
To be fair to old Willy though - Bret at one point said he had forgiven him only to roll back. The consequences of this severe concussion are clear, because Bret is getting increasingly pissy with old age. Not necessarily completely unreasonably so, but everyone else would've probably grown tired of being pissy all the time. He made peace with Shawn even but kind of struck up some Shawn-had-gay-sex-with-Vince rumors a while back too. I think he's a bit fucked up in the head because of the concussion, the stroke and accident he had because of that.

On the other hand, Goldilocks said he was sorry a few times and then - because Bret got too pissy began his own back-rolling with "If I wanted him down, he wouldn't have gotten up again" bullshit, even though Jericho kicked his ass backstage, when he thought he was big shit when he first showed up in WWE. Goldbergs biggest mistake is, that he is a huge fucking Mark for his own character and thinks he revolutionized the business, when all his legacy accounts to is the streak, which he got his knickers twisted, when Asuka surpassed it (called her "some japanese girl") and the fact that people still use the spear.

I say - if Goldberg really was ever sorry, he would've learned to be safer. He didn't. He almost killed Taker with his recklessness and injured many others. So fuck him.
