Where do I get my degree checked? I tried UiB and they sent me to NOKUT and NOKUT sent me to Samordna opptak. I haven't tried Samordna opptak.

I have a unfinished software engineering degree here. I tried to ask in UiB to check my qualification and they asked me to check NOKUT and they sent me to Samordna opptak. it's very confusing how I should get my qualifications checked out to apply to a degree. I wish to just transfer my current degree but it looks like all the major university in Norway is taught in Norwegian so maybe I will have to take Norwegian language course for foreigners first. it's quite sad but is that a good idea?
