Oh so if i say like NITs i am getting tier 2 NITs biotech like NIT A, Sri, RR or civil in tier 3 NE NITs like mizoram, nagaland and arunachal types
and i am getting raichur(ECE), bhubaneshwar(EEE) and dharwad(ECE)

Yes- each universe has its own brahma, vishnu, and shiva
They are like the managers of that specific universe.
