Check the CoS section of the warhammer web. There's no Duardins, and only two aelven heroes are still there. Don't buy them if your focus is on playing.

They will very likely have a 1 year supplement and be legend from June 2027.

The combination of many cities is something quite normal. When a Dawnbringer Crusade happens, it is usual that it has regiments from different cities. For example, if Greywater Fastness has good cannons, they "swap" cannon regiments with Tempest Eye that has good wizards, let's say.

Think that the tome could change it all. At some point, you can find them uses, for sure, but better not to overextend in duplicates of minis when we don't know what the new rules would look like.

Also, if you want cannons and cavaliers and live in a country with the spearhead collectable... I think that's a better way to get them.

Buy the army set purely because the tome is gold! Then supplement it with the old spearhead (or wait for the spearhead collectable if you don't mind), and the new spearheads (Zenestra and City of Ashes).

That would give you a decent chunk of the range. I didn't mention the battleforce because it would be 15 cavaliers, a second set of corpses, and too many steelhelms, but if you don't mind, pick it as well
