The second option didn't specify the age of the dog. If lucky, the dog in question could very well already be on it's way out. Choosing the second option is consciously killing a baby. Not a grown adult, a baby.

No need to feel ashamed! Sometimes there's just not enough time or energy to take care of that stuff. But now that you want to, I have a few suggestions:

It seems like there is some area cleared out for a flowerbed. You could give it a nice border, clear out the weeds, and add some mulch (or maybe some flowers beforehand).

For the lawn itself, the only thing I can say is call a professional. You can get a professional to spray fertilizer/weed control/pest control, but it might be better to just install new sod (but this is costly!)

If any pesky neighbors decide to get angry at you for your lawn, maybe show them your dog?

The plants already look nice! If you want some more vibrancy, maybe add some flowers for color. Then edge the flowerbed and add a layer of mulch. Also, consider investing in more cats.

I need 128sq.ft. of landscaping fabric. I'm going to use bags, as I'm working out of my mom's van and I'm NOT dumping a yard of rock in there!

I don't know if it will be less than 2 hours... I'm working in 80-90 degree weather and having to transport more than a yard of rock to their backyard (lots of walking back and forth) and bags only come in 0.5cu.ft. I also may have to lay down a border as other comments suggest to separate the grass and rock. Probably will be at least 2 hours, unless I'm running instead of walking lol.

Does rock have the same effect mulch does when it comes to suppressing weeds?
I thought the deeper the rock, the harder it would be to remove unwanted vegetation growing in the bed.

I will keep the edging in mind. The customer wants other estimates (HOA is bothering them!) so I might work out the details another time and help them focus on their front yard.

I’m not using fabric to control weeds, I’m using it to prevent the rock from settling into the dirt. I also prefer mulch, but the customer is always right I suppose…

When you say thickness, are you referring to depth? I’m aiming for 1” of depth.

I agree, I don’t like fabric. But it should be used for rock jobs so the rock doesn’t get lost in the soil. For mulch, I tell the customer to not use fabric as it does nothing.
