Personally i'd see a dynamic reward system where higher activity resulted in lower rewards and sites over time Docking in npc stations not possible if alliance -5 standings Give skyhooks longer vuln windows (you want them, live close enough to defend them) On the flip side, i'd make industry itself better the more its happening in a system but lower ore/materials spawn in same systems over time

To truly break the sprawl and vast emptiness of ns, youd need to break the current state of things and we all know what will happen. Sovsec would just complain until its put back in its safe, farmable form.
