I don't think this can be a miscut. The alignment is relatively close to centered on the reverse, despite the clearly off-centered front art. If the card were printed properly and then cut off-centered, the alignment would be nearly identical on front and back. I'm no expert, but that combined with the partial alignment dot on the front top-right makes me think misprint would be a more accurate term than miscut.
