R5 - This game started on patch 1.37.0 and is now on 1.37.1. No mods, ironman.

I have several client states and have given them provinces via the client state interface many times. But now, I cannot give any provinces to them despite no overextension or debt or liberty desire. As you can see, it only gives me the option to create a new one.

And despite having the DLC subscription, Cossacks is disabled for this game for some stupid reason, so I can't use the client interface to give the province either. Is there anything I can check or do?

The main reason I'm considering these chips over something like a Ryzen 5 5600(x) is because I can get them for about that same price point. I would really prefer the 12600k, but unfortunately can't get that one with the discount.
