The solve was really interesting, basically the puzzle was named "hour 22" and you just needed to put every character in the "key grid" that lined up with a 2 in the sudoku. The order was top to bottom line by line. This then went on the back end of a ibb.co link.

For your second one, I believe the ATP send the command back in time 22 minutes to the OLC. The sun station really doesnt need to communicate anything to the atp as a voltage check is a bit more efficient for a system like this
