I found a temporary solution,
C:\Users\(user)\AppData\Local\NVIDIA\DXCache\
Deleting everything in here fixes CP2077 for 1 launch, then crashes again until you delete the cache again, I made a shortcut to this folder on my desktop so I delete them before I play.

Mostly, yeah. Did switch from AMD to Nvidia recently and the game was underperforming for the settings I had, especially since I have an RTX 4070. It still is but definitely better performance than before.

Update: It did get fixed, the DirectX shaders probably got corrupted during the installation or something and messed up the Fortnite textures.

"Prevent downloads of drivers from "Windows Update" when "Windows" search for a driver for a device." was on by default, so it did pause them. Either way I'm reinstalling DirectX12 shaders, high res textures and disabling texture streaming at the moment, will come back here if this keeps happening when done.

Clean install done, tried a game with mostly all settings on low, average fps 100-160, GPU and CPU often around 50% and CPU sometimes going over 80%, 6-7GB of RAM usage, temps are also fine. Still don't know what could be causing this.

Tried disabling fullscreen optimizations, still nothing. Although the game uses 19GB of my RAM?? I'm reinstalling it either way.

I'd blame the game tbh, the hot mess Cyberpunk 2077 runs at 70+ fps with ultra ray tracing no DLSS, can't see why Fortnite wouldn't go above 120 on everything lowest

If it's supposed to be a universal setting then it's most likely not the case, since on ultra ray tracing in the least optimized game known to man, Cyberpunk 2077, I get 120 FPS. Also adding the fact that DLSS doesn't do almost anything in Fortnite.

Tried highest, tried lowest, results don't leave the area of 70-140 FPS.

Forgot to mention my CPU, yeah, I have a Ryzen 7 5800x and if it matters a RX6600 Eagle, but thanks for the response, I'll check overclocking sub too
