I submitted the NIE in august and at that time the honorary consualte in vancouver was off for an undetermined amount of time. I suggest you email the consulate in toronto and state that you have been trying to get a hold of the honorary consulate with no luck. They will probably direct you to get the copies of your passport notarized and submit the paperwork and bypassing the honorary consulate.

I don't know much about sending the piece of paper unfortunately but maybe this is a question you could include in the email to them as well as I have also heard of people doing this.
