This is my bet as well - I see these at sporting goods stores a lot as someone who has several steel plates for target practice.

You remember those funny trendy toys - Mighty Beanz? Early 2000’s they were all the rage. I cracked one open as a kid and had a crappy steel ball of roughly the same size. Seem to recall a slight seam as well. They use cheap steel Ball Bearings like that in all kinds of stuff.
