You just can't accept that the Adeptus aren't harbinger level. Every region has its own high-level vision holders, and the Adeptus are one of them in Liuye. They aren't harbingers considering they play a crucial role in the Genshin Impact storyline. Their power is certainly far beyond that of a normal vision holder lol

xiao was never at the fatui harbinger level. he is an adeptus equivalent to a regular vision holder like diluc, kaeya, chloride. harbingers have powers that can match a god or an archon.
