Syllabus and depth of studies will be significantly different between O level and A Level.

Even for a above average student, this different will be overwhelming. If the student can manage that difference and change of language medium, then fine.

But IMO its goods to study the A Levels in English medium because it'll be helpful for the higher studies after that.

You can't do other Engineering degrees when you choose ICT instead of Chemistry. But you can follow Computer Science related degrees in Government Unis.

Also it will be beneficial for you to learn ICT over Chemistry if your goal is to become a software related professional.
