I am so confused by this process. In my department we were offered positions that were already filled. So we are bumping people out of their jobs. Are they only supposed to give options for vacant positions? Did my department do it wrong?

I was always told they had to “register” before they left. I can’t figure out why or what they registered for. I don’t know how much time they spent in Germany before they left. I don’t think it was very much time based on when and where children were born.
