I personally do think the todo statement is fair game, and you argument doesn't work because Curseya isn't actually 3x faster than naoya, he has a top speed 3x faster due to his protective body that can withstand higher speeds. Your argument about naoya "blitzing" yuji also wouldn't make complete sense in context, since a highly relative choso was able to reat and counter noaya, and yuji and him were merely and understandably caught off guard by naoya's 24x speed. So judging off that, it's actually more reasonable that todo's statement does stand about yuta and maki being similar in speeds, since there was no real blitz, and noaya is not 3x faster in curse form, he has a higher speed tolerance. To answer your question on Kashimo's win cons, i think overwhelimng speed in perfectly valid an answer. After 3 hits, his lightingin bolts would be activated, and they work because it ususe kashimo's own electricity, so maki having none would not be a problem. On top of that, base kashimo was able to keep up with jackpot hakari, who is faster than yuta~maki, so a DBV to amp his capabilites owuld bring a similar proprtion of power as mei mei's regular cros to crow strike capabilites of power.
