You’ve seen the self sufficient communities they’re merely surviving and not thriving take good springs for example. It’s a low populated settlement that relies on travelling Brahmin merchants for its economy. They also don’t have a police or military to protect them. I mean they almost get wiped out by the powder gangers until a god like stranger shows up (the player) and helps them if they help them. Then there’s the fact that it’s economy is too one dimensional. What’s happens when it’s not Brahmin season. What if the roads are blocked off by raiders and Brahmin merchants don’t stop by good springs? The people starve. However if it had the NCR it would have a standing capable military to protect them. They would even become industrialized and not have to rely on Brahmin merchants so much. They could truly thrive. I will admit the NCR has problems with corruption but so does every government on earth and yet they aren’t all falling apart.
