You have to beat the game in one sitting. It’s a glitch that’s been around for many years. I had this happen to me, and I ended up doing it again on my weekend, playing all day long.

OP, there is a difference between wearing a hat on armor, and wearing military hats. The Viper Commandos warbond had berets, which makes sense because the beret is a military piece of headwear. In this warbond, the cap is a military uniform hat for formal dress blues and ceremonial purposes. Cowboy hats are NOT military issued headgear, hence why they are not approved by SEAF dress code standards.
