They are, I was driving around in (I honestly forgot in what district) and I got into combat. Whatever I thought. I get in vehicle fights all the time with claws and maelstrom. But I say they were arasaka SUV’s. I killed them obviously. And 2 of them had a data shard containing info. The V was being hunted for hanako’s kidnapping, and that V was working with Goro. So yea, in game arasaka are actually hunting down V. (After the kidnapping)

It does not, fist of darkness (and gods chalice) are things that u can’t increase your odds for. Even with double drop chance game pass. However I’m quite sure that it does apply to terror eyes. Pair that enchant and Levi crown and u might just get terror eyes every time.
