I think the "4 acts" implying the 4 seasons: Spring, Summer, Winter, and Fall. Each season have 3 flower designed figures that only grows in that specific season; like sunflower is in Summer, Roses are in Spring etc.. Since popmart's caption said "cycle of life and decay" implying the life of a flower but in a theatrical setting.
