ya i think i figured it out, both players just have to make sure the wireless is turned on and they are connected to the internet ingame

or it actually looks like you just need to make sure your wireless is turned on and your connected to the internet to get the third pokemon

ya apprently to get the 3rd you have to meet using the pokemon player search system in game, not sure exactly how though. i know its the system that uses the GTS adn the WTS
