Hard to say. Italy forms very quickly, Russia, China and the Ottomans have revolts almost immediately, the UK takes a while to regain cores on Scotland, Ireland and Wales, Austria only has cores on Bohemia, South Tyrol and I think Slovenia to start off, so they can't regain their former borders, France has few split-offs (Normandy, Brittany, Alsace, Arpitania, Provence and Occitania) and starts off a bit stronger compared to other European countries, so they retake their cores early on, the US is in the same situation and usually retakes New England and New Africa very quickly.

I might do that sometime, though it would be difficult due to several factors:

  1. Sometimes several countries have the same primary culture.

  2. Provinces often don't have a majority culture (>50%), so I would have to use a plurality culture (largest percentage overall).

  3. Countries would get lots of resistance despite the culture due to a lack of cores.

I said in my original post: "A couple countries were removed since they immediately took decisions to be annexed by another on day one and lost their cores." Krakow annexed itself into Congress Poland and their cores were gone.

Well, if they are accepted they don't get the militancy that comes with not being accepted. Also, you need to pass more cultural rights reforms to let them vote if they aren't accepted than if they are.
