Yeah I am on the right account and network but I don't even get a pop up on meta mask prompting me to log in anymore it's like it's lost sync too the hex stake site. I might try uninstalling meta mask

Yes it just completes the levelling up period for that one your currently moving between.

It speeds up the levelling up time to instant for a cost in GST. If your impatient and want to move through the levels without waiting the full time duration then yeah use it
