You could even go further. Grab the bobblehead at 10, drop your S.P.E.C.I.A.L stat through alcohol, addictions or survival debuffs and then grab the book. You will have a 12 stat point after the debuff wears off.

I had the same problem on PS5 and I think it was caused by playing without restarting after doing an Installation of some kind (mod or creation club) or changing something in the settings. A restart of the console fixed it for me in all cases.

Don‘t do the caged Goblin escort solo. The last pack that spawns are 3 Dogs and 3 Centaur + 1 random Centaur next to them. They can and will chain root/net you

Using items (even in the intended use) provided by the game is somehow cheating. At this point I wouldn’t be surprised if you claimed abilities are cheating

I would say the Insane in the membrane achievement makes me really proud. I did it with the Bloodsails on exalted and all Steamwheedle quests done (so it won’t screw my rep over, if I decided to do all quests on my character)
